Fake CNN Reporter Arrested In Bayelsa

The Nigeria Union of Journalists (NUJ), Bayelsa State chapter, on Wednesday apprehended a suspected impostor who was parading himself as a correspondent of the Cable News Network (CNN).

The 36-year old suspect identified as Paul Yempe was immediately handed over to the police for further investigation and prosecution.

The suspect who was alleged to have hoodwinked unsuspecting government officials with his pretence was unmasked by the state Chairman of NUJ, Mr. Tare Akono who immediately reported the matter to the police.

After claiming that he was working for CNN, the suspect could neither produce an identity card nor any document linking him to the broadcast company.

He was said to have defrauded a few commissioners.

He was said to have been found with an identification card of the Rivers State Broadcasting Corporation popularly known as Radio Rivers and a fake Identification card of the CNN.

The NUJ chairman was said to have unmasked the true identity of the alleged impostor in the office of the state's Commissioner for Energy, Mr. Akio Francis.

He went to the office under the pretence that he wanted to conduct an interview with the commissioner for a purported CNN documentary.

But luck ran out on him when he met the NUJ chairman in the same office.

Third Mainland Bridge To Undergo Comprehensive Test

The Federal Executive Council (FEC) has approved N290, 745, 000.00 for a comprehensive test to be carried out on the 3rd Mainland Bridge in Lagos.

Speaking with State House correspondents at the end of Federal Executive Council meeting in Abuja, Minister of Information, Labaran Maku said that the Council took the decision based on a memo submitted by the Federal Ministry of Works.

Maku explained that the job done on the bridge last year was to address specific problems identified on the road while the new approval is to carry out a comprehensive test on the road in order to detect any possible need for repairs.

"The Minister of Works tabled a memorandum to seek approval for the comprehensive underwater inspection, assessment of pilings, river bed bathymetric survey, profiling and echometric test on Third Mainland Bridge.

"The bridge is a vital artery on the Federal Highways network connecting Lagos mainland to the island. Following reports of oscillation and excessive vibrations of the bridge under traffic load, investigations and tests were carried out by experts on the bridge in 2008 and the reports indicated that the bridge was structurally sound but required the replacement of damaged expansion joints and bearings."

"The ministry decided that Advanced Integrity Assessment including echometric (sonic pulse) tests on piles was inevitable in order to authenticate the findings of the Nigerian Submarine Divers Limited (NSD)."

"In order to save the bridge from extensive deteriorating condition, council approved the award of contract for the consultancy services for the comprehensive underwater inspection, assessment of pilings, river bed bathymetric survey, profiling and echometric test on Third Mainland Bridge in Lagos State in favour of Messrs ICECON (Nigeria) Limited in the sum of N290, 745, 000.00 only with a completion period of two months," he stated

All 25,000 Candidates Fail Liberia University Entrance Test

(AFP) – Liberia's main public university said on Wednesday all 25,000 applicants for the new academic year had failed its entrance exam, prompting the president to describe poor education standards in the impoverished nation as a "national emergency".

The University of Liberia, which educates more than half of the country's students in the capital Monrovia, said it had been forced to admit 1,600 failed candidates for the new term which begins next month.

"None of the 25,000 students who sat the test (obtained) the required points," said university vice-president Ansu Sonii.

President Ellen Johnson Sirleaf made an impromptu call at the university to discuss the failure, her office said in a statement, which described the situation as "alarming" and confirmation of a recent statement by the president that "the educational system is a mess".

"Why are the students of the system not performing to the standards expected? Why are they not comparative with those in other countries?" Sirleaf demanded as she met university authorities on Tuesday, according to the statement.

The president urged the country to see the poor performance of the candidates as a "national emergency", the statement added, and called on "all Liberians, irrespective of political background" to tackle the issue of dire standards in schools.

Sirleaf was awarded the Nobel peace prize for her part in ending Liberia's ruinous back-to-back civil wars in 2003, but has been criticised for her failure to improve teaching since she took office three years later.

She admitted that the situation was "embarrassing" for Liberia.

"The problem is not just taking the test and failing. The problem is where they are coming from — so we have to go into those high schools, into those elementary schools and see what is lacking and what we can do about it," Sirleaf was quoted as saying in the statement.

University president Emmet A. Dennis said the institution had lowered the pass mark to allow in 1,600 undergraduates and postgraduates.

Liberia is still recovering from 14 years of civil war that ended in 2003 and left the west African nation in ruins.

Widespread poverty has led to a large proportion of parents putting their children to work rather than sending them to school, according to various studies by the United Nations and other organisations.

Although there are a handful of private higher education establishments and another tiny state-run university, in practice more than 90 percent of the country's publicly-educated undergraduates go to the University of Liberia.

The Liberian parliament's education committee chairman Bill Tuaway blamed poor teaching for the failure, the first time in Liberia's history that no student has passed.

"This is a clear indication that the quality of education in Liberia is very bad. This shows how our teachers don't teach well," he told reporters in Monrovia.

Governor Suntai Speaks Briefly On Videotape Played On Taraba

The Taraba State Governor, Mr. Danbaba Suntai, finally addressed the people on Wednesday , exactly four days after his return from a 10-month medical sojourn abroad.

The brief address was however not live but through a video shown on the state-owned television station in Jalingo.

His failure to do so earlier and appear before the state House Assembly to formally intimate its members of his desire to resume work had created suspicions that he was incapable of continuing to function as the state governor.

Before the video was brodcast, he met with the lawmakers and inaugurated the newly appointed Secretary to the State Government, Timothy Kataps, as well as the Chief of Staff, Mallam Aminu Jika.

The governor, who is recuperating from injuries he sustained last October when a small aircraft he flew crashed, had earlier dissolved the state Executive Council, leaving only his special assistants.

In the address, Suntai commended the people of the state for their prayers and for standing by him in his moment of trial.

"I thank the people of Taraba State for standing by me and my family.I also thank the commissioners for holding the fort while I was away. Also enjoin all of you to continue to live in peace," he said.

Suntai, who wore a sky blue suit and a stripe shirt, also congratulated the people on the 22nd anniversary of the state which was on August 27.

He had while inaugurating the new SSG and the CoS enjoined them to to work in the interest of the people. The new SSG (Kataps), a former Attorney-General and Commissioner for Justice, took over from Mr. Garvey Yawe while Jika, who once served in the same capacity in 2007, replaced Alhmed Yusuf.

Yawe and Yusuf were among the members of the sacked state Executive Council. The others are all the commissioners and 22 special advisers.

Minister Of Youth Development Was Sacked For Mismanaging NYCN Elections -Abati

The presidency has said President Goodluck Jonathan sacked the Minister of Youth Development, Inuwa Abdulkadir, following his deviation from the presidential commitment in the management of the National Youth Council of Nigeria (NYCN) elections.

President Goodluck Jonathan's spokesman, Reuben Abati, said the president did not fire the minister for failing to favour a pro-Jonathan candidate during the NYCN election as stated by some reports.

Mr. Abdulkadir was sacked on Monday with the Sports Minister, Bolaji Abdullahi, appointed to supervise the Youth Development Ministry.

Mr. Abati said the President "remains sincerely and unwaveringly committed to doing all within his powers to promote the credibility and integrity of the electoral process at all levels in the country".

According to him, the president was very displeased with the mishandling of the NYCN elections in Makurdi and Minna by the Ministry of Youth Development which resulted in the unfortunate fractionalization of the youth council.

"The President found the Ministry's failure to provide appropriate leadership towards open and transparent youth council elections unacceptable.

However, presidency sources said that although the Youth Council elections had caused some controversy around the minister, it was his relationship with the Sokoto State Governor, Aliyu Wamakko, and other PDP governors believed to be opposed to Mr. Jonathan's planned re-election bid that led to his eventual sack.

"President Jonathan is sincerely committed to doing everything possible to ensure that the Nigerian youth, on whom the country's aspirations for a bright and prosperous future depend, are given the best possible upbringing and orientation," he said.

He added that the President "therefore expects all officials of his administration to exhibit greater rectitude and sensitivity on issues related to youth development, and comport themselves at all times in a manner worthy of emulation by Nigerian youth".

"We wish to assure the general public that nothing could be further from the truth. President Jonathan regards all Nigerian youth as his wards and constituents. Claims that he had a preferred candidate in the NYCN elections are completely baseless and without justification as there was absolutely no reason for him to prefer one candidate over others".

He added that Mr. Jonathan believes that a culture of free, fair, and credible elections must be constantly nurtured and encouraged amongst Nigerian youth and all other sections of the country.

"In point of fact, it was Alhaji Abdulkadir's regrettable deviation from this presidential commitment in the management of the NYCN elections that led to the decision to relieve him of his appointment as Minister of Youth Development," Mr. Abati said.

ASUU Strike: Protesting Students Threaten Nation-wide Demonstrations, Riots

Motorists plying Asaba-Benin highway were stranded as protesting students blocked the road by the Asaba-end of the bridge, thus causing a gridlock that lasted several hours, Wednesday, morning.

The scene was similar to the protest staged by physically- challenged persons sometime ago on the same stretch of the highway.

National Association of Nigerian Students, NANS, Coordinator in the South-South and South-East, Comrade Chinonso Obasi, expressed worry that the students are feeling the brunt of the strike following the failure of the Federal Government and Academic Staff Union of Universities, ASUU, to fully reconcile their differences.

He said: "We are appealing to the Academic Staff Union of Universities, ASUU, that since the Federal Government has been able to release N100 billion for infrastructural development and N30 billion for allowance, they should go back to classroom and continue their negotiation or agitation. This is our prayer and wish.

"We are giving them one week to open the schools or be ready to face corrosive consequences in form of nation-wide demonstrations and riots. We are ready to mobilise for that and it will be operation occupy Nigeria."

Why We Terminated Lekki-Epe Deal With LCC -LASG

Lagos State Government, yesterday, said it terminated its concession agreement with Lekki Concession Company, LCC, the concessionaire handling the 49.63 kilometer Eti-Osa-Lekki-Epe Expressway, "to save motorists from paying exorbitant toll tariff on the ever busy road."

This came as it announced that the last phase of N87.5 billion out of the N275 billion fixed rate bond would be out for prospective investors in the fourth quarter of the year, to finance the acquisition right and take control of the toll regime on the road.

The termination came seven years after the commencement of the 30-year agreement between the state government and LCC, for the upgrade, expansion and maintenance of the road estimated to gulp N50 billion.

It will be recalled that the state House of Assembly had, on Tuesday, at a special plenary session, approved N7.5 billion supplementary budget to accelerate the transfer of ownership of the road to the state, leaving the state with wider policy option with regards to that important road infrastructure.

Reason for govt's action

Giving the reason for government's action, Commissioner for Finance, Mr. Ayo Gbeleyi, said: "As provided for in the concession agreement between the parties, the concessionaire, (LCC) can increase the toll tariff based on the inflation rate in the country, among other things every quarter. The risk is that when an agreement was reached between two parties to negotiate on a contract, whatever the year, one cannot envisage the entire challenge that will arise later. The dynamics of the Lekki project did not envisage that there would be devaluation of the country's currency, between 2008 and 2013 from N118 to N160. This impacted on their cost which they will attempt to pass to the common man on the street, because of the inflation adjustment.

"For instance, if the state government had not come up with this plan last July, the concessionaire would have increased the toll fee for cars from N120 to N144 while drivers of SUVs will have to part with N180 as against the N150 cost they are still enjoying. This is because the concessionaire would have added 20 percent. The government felt that this would be difficult to push to the residents at this time. And of course, at every anniversary, it was meant to go up by the inflation rate plus five percent. And we should not forget that this is the first Public Private Partnership, PPP, agreement reached by the state government."

On N85.5bn bond

The commissioner said "Our application has been filed with Security Exchange Commission, SEC, and other aspects have been handled. Our best estimation is that by the early fourth quarter of this year, we will be able to access the cash from the transaction. Out of the bond issuance of N275 billion, the state government has issued three series of the bond totaling N187.5 billion."

Boko Haram: Why US Hasn’t Released $7m Reward Promised On Shekau – Envoy

The United States of America, USA, yesterday, stated why it was yet to release the $7 million bounty it placed on the head of the leader of the Boko Haram Islamist sect, Abubakar Shekau. This is coming 10 days after the Joint Task Force announced that the sect leader had died from gunshot wounds he sustained in an encounter with the task force on June 30.
In June 2012, the US Department of State had designated Shekau a terrorist and froze his assets in America, while offering a $7 million reward for his capture.

Explaining why the US was yet to redeem its pledge on the reward for killing the Boko Haram leader, outgoing Ambassador of the US to Nigeria, Terence McCulley, told newsmen shortly after his visit to the Minister of Foreign Affairs, Ambassador Olugbenga Ashiru, in Abuja, that his country was not fully satisfied with Nigeria's war against terrorism.

He said: "I can say you are talking about the Reward for Justice Programme, which indeed offers a reward for help in apprehending the leader of Boko Haram.

"But I can't say that the United States has been very satisfied with the work that has been done in helping to counter the threat of violent extremism in the region.

"But we certainly salute the work that Nigeria has done as a regional leader to contain the spread of violent extremism."

He assured that fight against violent extremism would continue not only in Nigeria but any country or region that is faced with the menace.

McCulley said: "We have strongly criticised the violence perpetrated by Boko Haram and we have called for measures targeted at checkmating this threat.

"And we express our hope that going forward, the government of Nigeria will be able to contain the threat posed by Boko Haram."

Residents to sue FG

Meanwhile, Borno State residents have threatened to sue the Federal Government and its security agencies for detaining their relatives and making them inaccessible.

The residents, through a human rights group, Civil Rights Congress of Nigeria, led by Sheu Sani in Kano, said security forces in the state were carrying out night raids in residential neighborhoods.

According to AFP report, distraught relatives have, therefore, asked the army, the police, intelligence services and government officials where the arrested people were to no avail and that no one even knows, or is saying, how many people have been detained.

The rights group said it had received about 3,000 calls from people across northern Nigeria, that loved ones had disappeared after being arrested by the military or police in the past three years.

Sani said: "If we go to the police, the police will say that they are not with them but may be with the military. The military will say they must be with the intelligence service.

"The intelligence service say they don't keep detainees — even though they do— that they hand them over to police. So there is this cycle of confusion. The conditions in which people are being detained is very secretive."

"My 3 children missing"

One Habiba Saadu said his two sons and her daughter were taken on August 3 by soldiers that went from house to house in a night raid in Maiduguri, accusing them of participating in the Boko Haram uprising.

"Up to now, I have never seen my children," Saadu said.

Saadu said her visits to police stations, the army barracks, the intelligence services and local politicians gave no clue to the whereabouts of her children.

Asked about the disappearance of the suspected Boko Haram members, the Joint Task Force spokesman, Lt-Col Sagir Musa, told The Associated Press that "if they are arrested, then they are being held."

In its half-year report published last month, the Federal Prison Service said it was holding 202 Boko Haram suspects by the end of June.

Gov Suntai's letter to Taraba Assembly; Femi Falana demands police investigation

Senior lawyer and political activist, Femi Falana (SAN), yesterday sent a petition to the Inspector General of Police demanding a detailed investigation of the letter purportedly sent to the Taraba State House of Assembly by Governor Danbaba Suntai yesterday indicating he is ready to resume office.

Governor Suntai returned to Nigeria on Sunday after 10 months away receiving treatment and rehabilitation for serious brain injuries he received when an aircraft he was piloting crashed in October 2012.  Reports say he appeared bewildered and uncoordinated as he arrived, needing help and not speaking.


Mr. Falana noted that barely one day after his return, a letter was delivered to the House declaring the governor’s fitness and readiness for work without affording the public a copy of his medical report of mental and physical fitness.

“We therefore urge you in the interest of the people of Taraba State and Nigeria as a whole to use your good offices to cause a detailed investigation to confirm the authenticity of the letter of intention sent by the Governor to the House of Assembly as there are several allegations within and outside Taraba State that the letter of intention may have been forged by the governor’s handlers,” the letter said.

The lawyer indicated he will go to court to compel the IGP to fulfill his constitutional duty if he does not accede to the demand within three days, including yesterday.

Female Corps Member Dies Of Pneumonia In Zamfara

(NAN ) – A youth corps member, Bibiana Zira, serving in Gusau, Zamfara, has died of pneumonia after two weeks of admission in hospital.
The NYSC Coordinator in the state, Ruth Bakka, told the News Agency of Nigeria on Tuesday in Gusau.
Ms. Bakka said the corps member was on admission for two weeks at the Federal Medical Centre (FMC), Gusau, but died on Monday, August 26, at the age of 29 years.
She said that during the deceased’s stay at the hospital, some fellow corps members donated blood to her, but that due to the strike action at the hospital, she could not receive the blood.
The coordinator added that the deceased was transferred to Yerima Bakura Specialist Hospital, Gusau, where she was given oxygen but that she died later.
Ms. Bakka said Ms. Zira was the first corps member that died of an illness in Gusau.
She said there were cases of corps members falling sick during their service year, but that once they were taken to the hospital, they would be treated and discharged.

FG May Soon Ban Fish Importation – Minister



(NAN ) – The Minister of Agriculture and Rural Development, Dr Akinwumi Adesina, said  on Tuesday that the Federal Government may soon place a total ban on the importation of fish and other aquatic consumables.
Adesina said this in Ado-Ekiti at the launch of the Special Growth Enhancement Support (GES) scheme for Fisheries and Aquaculture value chain.
He, however, said that the ban would be imposed, only if arrangements being put in place by the government to that effect worked as planned.

The minister, represented at the occasion by the Federal Director of Fisheries, Mrs. Foluke Areola, stressed that Nigeria had no business importing fish given its huge natural and renewable resources.
He said it was in view of this that the ministry was promoting increased fish production through the Aquaculture Value Chain.
This is in pursuance of the goal of the Agricultural Transformation Agenda (ATA), he said“The Value Chains are to create an enabling environment for increased and sustainable production of over one million  tonnes of fish within the next four years, generate employment and pursue gradual reduction of fish imports.”
Adesina said the Aquaculture Value Chain, under the four- year implementation plan, would increase the annual production of fingerlings in the country by 1.25 billion tonnes.
He said it would also produce 400,000 tonnes of fish feed, generate additional 250,000 tonnes of table fish and 100,000  tonnes of Value Added fish products.
“Fish farming is a business venture with lots of potential investment opportunities and a veritable tool for increased fish production, poverty alleviation and sustainable livelihoods.”
The minister noted that the Aquaculture Value Chain had already been included in the Growth Enhancement Support (GES) scheme for 2013.
Under the scheme, inputs such as fish and other sea foods would be distributed to many Nigerian fish farmers, he said.
The minister commended President Goodluck Jonathan’s initiative in transforming agriculture into a serious business venture as well as in ensuring adequate food security for Nigerians.He announced that in an effort by government to protect local fish farmers operating in the country, measures had been put in place to curb illegal importation of fish.
Adesina said that the ministry was collaborating with officers and men of the Nigeria Customs Service in this regard, adding that the Federal Department of Fisheries had also been directed to ensure that the stoppage of importation of the banned fish inputs.
In his speech, Gov. Kayode Fayemi, who was represented by the Secretary to the State Government, Alhaji Ganiyu Owolabi, thanked the Federal Government for its benevolence.
He said the state government would support its policies and programmes on agriculture.

The Presidency has queried the Chairman of the National Population Commission, Chief Festus Odimegwu, over his reported comments on the nation’s past census. Our correspondent gathered in Abuja on Tuesday that the Presidency felt the comments negated his position as the NPC boss.
A source in the Presidency said, “Odimegwu was queried over some comments that were credited to him in the newspapers.”
Before the source spoke, there were speculations that he was suspended. Odumegwu, however, denied both the suspension and the query.
“There is nothing wrong,” he said when contacted on the query and the alleged suspension, adding, “it is the propaganda of those who are jittery concerning the reforms we are bringing to the NPC.”
“What they are saying is not true; it is blackmail. It is propaganda and that is their wish. You should know that if wishes were horses, beggars would be riding every day,” he stated.
Odimegwu had in a recent interview with journalists in Abuja said the country had not had any credible census since 1816.
He had blamed the irregularity on the distortion and falsification of figures for selfish and political reasons.
Odimegwu said, “No census has been credible in Nigeria since 1816. Even the one conducted in 2006 is not credible. I have the records and evidence produced by scholars and professors of repute. This is not my report. If the current laws are not amended, the planned 2016 census will not succeed.”
But the Kano State Governor, Rabiu Kwankanso, at a meeting with President Goodluck Jonathan faulted the appointment of the NPC boss.
In an interview with State House correspondents, Kwankanso “I also raised the issue of the Chairman of the National Population Commission headed by one Festus Odimegwu.
“We are not happy about that appointment, and think that it was a mistake. Odimegwu shouldn’t be there in the first place, why because, you see unfortunately we were together, somebody read his curriculum vitae.
“He had only one thing in alcoholic industry, all his life. And my guess is that he’s taking a lot of his products and that is why we feel that his appointment is a mistake because he cannot be the Chairman of NPC and at the same time attacking what his predecessor had done.”
The NPC, in its reaction, faulted Kwankwaso’s comments.
In a statement by the Chairperson of the NPC Public Affairs Committee , Oluseyi Aderinokun-Olusanya, the commission said “the governor’s call for the sack of NPC chairman was diversionary, ill-advised and a reckless attempt to politicise the yet-to-be conducted 2016 census.”

(NAN) – Aisha Haruna , 20, of Uke in Nasarawa State on Tuesday at a Grade 1 Area Court in Mararaba, Nasarawa State, maintained her divorce request.
Aisha had on May 29 filed a suit seeking separation from her husband, Hussaini Haruna, 27, of Gurku Village,
At the resumption of hearing, she told the court that she and her husband could not resolve the matter after the last adjourned date on Aug. 19.
The husband, who spoke through his counsel, Nuru Mua’zu, demanded Islamic procedure of divorce.
“This is an Islamic matter and there are procedures to follow before a wife is granted her wish for divorce.
“One of the procedures is that the woman has to pay what is known as ‘Kuli’.
“Kuli means, paying back some of the expenses the husband made in the course of marrying the wife.
“Though I don’t have the document here, but the total expenses is around N300,000,” Mua’zu said.
He told the court that Aisha was eight months pregnant for Haruna.
Mua’zu applied for adjournment to enable him bring the document containing the list of expenses.
The presiding judge, Mr Musa Danjuma, granted the counsel’s application and adjourned the case to Sept. 2 for continuation of hearing.
The wife had earlier told the court that her parents gave her out in marriage at the age of 13 without her consent.
The mother of one said that she stayed in the marriage for seven years, adding that she had lost interest in the marriage.
She said her loss of interest was on the ground that she was a child at that time the marriage was contracted.

 Dbanj brought the house down with pulsating performances also thrilling guests in attendance with his first live performance of this year’sArtistry theme song. Port Harcourt’s biggest artiste, Burna Boy was also in town to party with Dbanj and fans present.

 Dbanj will make his second club appearance in Lagos later in September. The next stop for the Hennessy Artistry club tour this weekend is Club DV8 in Victoria Island, Lagos and will feature performances from Phyno, Kay Switch and Chidinma. The Hennessy Artistry 2013 club tour supporting acts include Olamide,Chidinma, Vector, Pucado, Phyno, Seyi Shay, Show Dem Camp, Kay Switchand Sean Tizzle. –
